The vhs lists exactly what registration needs: entitlement or obligation letter, passport, residence permit, bank details, proof of earlier German courses and your existing certificates. Arriving with a passport alone is the usual reason people are turned away.
In-person German course registration runs Monday to Wednesday, 09:00-12:00. Outside those hours, book an appointment through the city service portal.
We could not confirm a licensed telc examination centre in Neuss on any centre website. Düsseldorf, ten minutes away by S-Bahn, has several with published prices and a wide range of levels.
