The Abendakademie states that in exceptional cases the DTZ can be taken without course attendance. That is rarer than it sounds: Leipzig, Essen and Nürnberg all refuse people outside the integration course system. Ask the Sprachberatung directly rather than assuming.

The Abendakademie publishes telc A1, B2 and C1 Hochschule alongside the DTZ. For B1 specifically, confirm the current calendar - it is the level with the most demand and the fastest turnover.
Uni Mannheim charges €190 for anything from A1 to B2 and €220 at C1 and C2. At B1 that is above Münster or Hannover, but it is one price across five levels and the calendar runs monthly at B2.
