Latvia runs its German exams through the Goethe-Institut in Riga, which states plainly that it examines at every level from A1 to C2, plus TestDaF for university admission and the Goethe-Test PRO for the workplace. German is a common school subject here, so many candidates place well above the entry level.

Before you book
Riga is the only verified exam location in Latvia. The country is compact enough that most candidates can manage a day trip, but check the registration window rather than the exam date - that is what closes first.
German is widely taught in Latvian schools, and several years of it usually places candidates above A1. Ask for a placement test before booking - the fee is the same whichever level you sit, so a higher one proves more.
If the Riga calendar does not suit, both neighbouring capitals have Goethe-Instituts examining the same range, each a few hours by bus. The certificate is identical wherever you sit it.
The institute lists TestDaF for university admission, but registration runs through testdaf.de on six fixed dates a year with places allocated in the order they arrive.
